Ruler

Ruler is one of the east coast’s leading tattoo artists. Born in the Dominican Republic and migrating to the United States at the age of 6, Ruler began painting at 7 years old, and for 11 years airbrushing and graffiti were his loves until he discovered tattooing. Since then, he has been piling up awards of honor in the tattoo field.  From the Governor’s Award to the best 9/11 tattoo during Mario Barth’s Tattoo Convention, he is quickly becoming one of the nation’s top artists.
